৪০তম বিসিএস ভাইভা

সময়ঃ আনুমানিক ২৫ মিনিট

(প্রথম চারজনের ফার্স্ট চয়েস এডমিন ক্যাডার ছিলো, আর ভাইভা শেষে তারা কেউই তেমন সেটিসফাইড ছিলো না। তাই শুরুতে ভয় পাচ্ছিলাম।

রুমে ঢুকেই ইংরেজিতে পারমিশন চাচ্ছিলাম কিন্তু স্যার বাংলায় রিপ্লাই দিলেন।)

আমিঃ May I come in sir?

চেয়ারম্যান স্যারঃ আসুন। বসুন।

আমিঃ ধন্যবাদ স্যার।

চেয়ারম্যান স্যারঃ আপনি সামছুজ্জামান? 

আমিঃ জি স্যার। 

চেয়ারম্যান স্যারঃ  বলুন তো সম্প্রতি বাংলাদেশের সাথে কিছু দেশের সম্পর্কের টানাপোড়েন চলছে। সেই দেশগুলি কারা? এবং কি কারণে এই টানাপোড়ন চলছে?

(শুরুতে পরিচিত পর্ব বা ক্যাডার চয়েস নিয়ে কোন প্রশ্ন করে নি,  অপ্রত্যাশিত ভাবে তাই উত্তর দেয়া শুরু করলাম) 

আমিঃ সম্প্রতি বাংলাদেশের সাথে চীনের দ্বিপাক্ষিক সম্পর্কে টানাপোড়েন চলছে। এর কারণ হলো মার্কিন যুক্তরাষ্ট্র বাংলাদেশকে QUAD এ যোগদান করার আহবান জানিয়েছে। তাই বাংলাদেশে নিযুক্ত চীনের রাষ্ট্রদূত বাংলাদেশকে হুশিয়ারি দিয়ে বলছে বাংলাদেশ কোয়াডে যোগ দেয়ার চিন্তা করলে চীনের সাথে দ্বিপাক্ষিক সম্পর্ক নষ্ট হবে। এছাড়া রোহিঙ্গা প্রত্যাবাসন নিয়ে মিয়ানমারের সাথে বাংলাদেশের সম্পর্কের টানাপোড়েন চলছে। মিয়ানমার প্রত্যাবাসন চুক্তি অনুযায়ী রোহিঙ্গাদের প্রত্যাবাসনের সুযোগ দিচ্ছে না।

চেয়ারম্যান স্যারঃ কোয়াড মানে কি বলো?

আমিঃ কোয়াড মানে হলো Qadrilateral Security Dialogue। যুক্তরাষ্ট্রের নেতৃত্ব চীনের বিরুদ্ধে এই অঞ্চলে সামরিক জোট। 

চেয়ারম্যান স্যারঃ Quadrilateral শব্দের অর্থ কী?

আমিঃ এটির অর্থ হলো চতুর্ভুজ। চারটি দেশ নিয়ে এই জোট, তাই কোয়াডরিলেটিরাল নাম দেয়া হয়েছে। এই জোটের সদস্য হলো মার্কিন যুক্তরাষ্ট্র, জাপান, অস্ট্রেলিয়া, ভারত।

চেয়ারম্যান স্যারঃ তাহলে চীনের কিছু উদ্যোগ বলো তো?

আমিঃ চীন নিজের আধিপত্য বিস্তারের জন্য BRICS, BRI, RCEP প্রতিষ্ঠা করেছে।

চেয়ারম্যান স্যারঃ BRICS এর S দিয়ে কি বোঝায়?

আমিঃ স্যার, এস দিয়ে সাউথ আফ্রিকা।

চেয়ারম্যান স্যারঃ ব্রিক থেকে ব্রিকস কবে হয়েছে?

আমিঃ সরি স্যার, এই মুহুর্তে সালটি মনে নেই।

চেয়ারম্যান স্যারঃ তাহলে ব্রিকস এর নতুন সংগঠন সম্পর্কে বলো।

আমিঃ ব্রিকস এর নতুন সংগঠন হলো New Development Bank।

চেয়ারম্যান স্যারঃ BRICS BANK না হয়ে NDB হলো কেনো?

আমিঃ স্যার ব্রিকস এর সদস্যদেশ ৫টি। তাই ব্রিকস ব্যাংক না দিয়ে NDB দিলে বাকি সদস্যদেশগুলো নিজকে ইনক্লুশন মনে করবে, ওন করবে। বর্তমানে NDB এর সদস্যদেশ ৭টি। সম্প্রতি বাংলাদেশ NDB এর সদস্যদেশ হয়েছে।

External sir 1:  What is Purchasing Power Parity?

Me: Answered through example of Bangladesh & USA.

External 1: Then tell me povery rate of USA?

Me: Sorry sir, I don't know the exact poverty rate of USA. 

External 1: You should know the poverty rate of USA. Everyone talks about poverty rate of Bangladesh but no-one thinks about the circumstance of USA.

Tell me what is Dual Track Diplomacy? And tell me a recent trend of Dual Track Diplomacy.

Me: Answered. Relates COP-26 as recent trend of Dual Track Diplomacy.

External 1: Sir also related this trend as Multi Track Diplomacy. Then told to put off my mask and ask me "Are you from Cumilla?"

Me: Yes Sir.

External 1: Tell me in which sector Cumilla was inclined in our Liberation war and who was the sector Commander?

Me: Answered.

External 1: Tell me a famous mission run by Khaled Mosharraf. 

Me: I told him about Crack Platoon but he was looking for alternative answer. So i told him about a specific war happened in Cumilla and told him about a monument "যাদের রক্তে মুক্ত স্বদেশ " and he seemed satisfied. 

Then Chairman sir took the floor again.

Chairman Sir: There is a globe right behind you. Show us Honolulu. 

Me: (I took the permission for standing there to give them the directions.)I couldn’t find Honolulu on the globe as It's a small globe and there was no sign of Hawaii. So I uttered Honolulu is the capital of Hawaii which is a state of USA.

Chairman sir: smiled. Where is Djibouti? Tell us geographical importance of Djibouti. 

Me: Answer.

Chairman Sir: Show us Black Sea and describe us its geopolitical importance. 

Me: Answered.

Chairman sir: Point out North Ireland. Tell me some neighbouring countries of Ireland. What is the earlier name of Ireland?

Me: Answered all the questions except the earlier name of Ireland.

Then Chairman sir told me to sit.

External 2 :  Now Where exactly our Prime Minister are staying?

Me: (In that time COP-26 meeting had happened). Answered.

External 2: What is COP? Tell us with its origin. 

Me: Answered. 

External 2: Tell us the the 4 Points given by our Prime Minister in COP-26.

Before answering this question, Chairman sir interrupted and took the floor.

Chairman sir:  বাংলাদেশের গণপরিষদের গঠনের ইতিহাস ও এর কাজ কি? সংবিধান প্রণয়ন সংক্রান্ত আদ্যোপান্ত।  

Me: Answered. স্যার উত্তর গ্রহণ করলেন এবং প্রশংসা করলেন।

Chairman sir: গণপরিষদের বিষয়টি সংবিধানের কত নম্বর অনুচ্ছেদে আছে?

Me: সরি স্যার। অনুচ্ছেদটি এই মুহুর্তে মনে পড়ছে না।

External 2 now took the floor. 

External 2: Sumsuzzaman this is the last question for you. Let You are an Ambassador of Bangladesh to a Foreign country or specifically Ambassador of Myanmar. Represent your country in there.

Me: Took the permission to stand up for delivering the speech and it lasted about 3/4 minutes.
